Hallo Dareo,
I am new here. What you have written in the question that to find a credit card with really low APR/interest rate, it is not a easy task. You have to find all the credit card provider companies and compare their interest rates. But I am using Alliance Bankcard credit card and you can consult with that company (contact No- 800 503 6222). Thanks for your question.

Low interest credit cards are generally recommended for those who consistently carry balances, they also serve as simple alternatives for making purchases if you just don’t want to deal with rewards. However, if you regularly pay your balances in full, you may want to consider and focus on a rewards credit card with a slightly higher APR that allows you to take advantage of valuable benefits in exchange for your purchases.

Capital one premium has 0% introductory APR on balance transfers and purchases made within the first 15 months of opening the account. There is no annual fee. There is a 3% fee on balances transferred within the first 15 months of opening your account.

Hey, there are many banks which provide credit cards for low-interest rates. American Express card provides for 0% interest but you must have minimum salary AED20k. Banks like ADIB, Citibank provides for 2-3% interest. http://www.mymoneysouq.com/cards/com...edit-cards-uae see this for other banks and details.

Consider applying for one of these options:

The Chase Slate card provides both the lowest interest rate—an annual rate of 6.75%–and the best balance transfers with no fee and 0% interest on all balance transfers made within the first 60 days of your account opening for up to 15 months. You also won’t have your APR rate increased for late payments.

UNION BANK PLATINUM EDITION VISA CARD
This credit card offers a low annual interest rate of 7.50% and a 0% APR rate on all purchases for the first 12 months. You can also get 0% interest for 12 months on any bank transfers you make within the first month of having your account.

Bremer Bank Platinum Card
The Bremer Bank Platinum credit card comes with a 7.75% annual interest rate and an introductory APR rate of 0% on all purchases. You can also get 0% interest on any balance transfers you make for up to 12 months.

The Amex Every Day® credit card might have a higher interest rate than most of the other cards on this list at 8.25% but it also comes with a strong rewards program. You’ll earn 10, 000 membership bonus points if you make $1,000 worth of purchases within your first 3 months and 2x points at US supermarkets on the first $6,000 per year and 1x points on all other purchases. If you make more than 20 purchases in a billing cycle you’ll also get 20% extra points on all purchases made during that billing cycle.

CHASE FREEDOM® CREDIT CARD
With this credit card you’ll get a 8.62% annual interest rate and unlimited 1% cash back on every purchase you make as well as 5% cash back on the first $1,500 worth of purchases made in select spending categories. You’ll also get a 0% APR on all purchases and balance transfers for the first 15 months after you open your account.
