The financial advisor of what? If you mean a financial advisor, then it is a general term that anyone can call themselves, but there are professional groups that only those who meet the requirements can join.

Being a financial advisor can be a rewarding career, but it demands certain skills and can involve grueling hours. Consider how interested you are in finance and investment, as well as your aptitude for mathematics and learning new technology. Some financial advisors start as unpaid interns; ask yourself if you're willing to start at the bottom and work up. Additionally, keep in mind that financial advising is a sales position in that you are constantly trying to gather clients and convince them to invest their money. If you don't handle rejection well, you might want to consider another career.

Here you can find the average financial advisor salary if you're still interested in this career field. But as the other poster mentioned, you have to pass licensing exams like the series 7 and 65, plus it's a good idea to have a college degree in either finance or business.

Who decisions regarding money management. They assess a person’s financial position, understand their needs and goals, and then make recommendations on how to best achieve them. Some financial advisors have diverse backgrounds and provide an array of general services, while others focus on a particular area such as retirement or tax law.

These days as long as you can pass the course and exam you can be a financial sales person. However you won't be helping clients according to what learned in the course. When start working for a company they will tell what to sell and how to deceive the clients.
